Here is a quick explanation (from Autodesk help files) for the new location of dimension commands in the Ribbon.

I’m running Civil3D as Autocad 2010 so maybe my ribbon’s different, but in the OOTB 2D Drafting & Annotation workspace, all of the commands that you say are not available on the ribbon are on mine. I have Qdim, inspect, update, override, reassociate, etc on the dimension panel on the annotate tab.
